Right-back Mills missed City's final four friendlies due to a shin injury but has shaken off the problem and returned to full training earlier this week.
Otherwise Kevin Keegan has no injury concerns and would have a full-strength squad to choose from but for Paulo Wanchope being away on World Cup duty with Costa Rica. However, Jihai Sun is available after helping China to the Asian Cup final this summer.
Keegan failed to bring in a new keeper before the big kick-off so Kevin Ellegaard will provide cover for David James.
Nicolas Anelka and Robbie Fowler should start in attack, though new Irish call-up Jon Macken may get the nod ahead of Fowler.
