Onuoha was left out of City's pre-season tour to America and was not included in their squad for the recent Dublin Super Cup.
A number of clubs are keen on the 24-year-old, who spent last season on loan at Sunderland, but Sky Sports' website claims Onouha turned down the chance to go back out on loan to Loftus Road.
