The 22-year-old City winger had been included in the provisional 30-man squad but was not chosen in Fabio Capello's final 23-man squad for the finals which begin in South Africa on 11th June.
"I am going to have a rest now and then get ready to try and work my way into the side for September qualifiers," he told the club's official website.
"The England management made it clear I have an international future."
