Thirty-five-year-old Flowers is currently only second choice keeper at Leicester and he is likely to be on the bench as cover for Carlo Nash for City's first game against Leeds at Elland Road.
"Finishing is of such a lethal quality in the Premiership that you need that experience, you only have to look at the age of the goalkeepers in the Premiership. There are not many young ones in there and that tells you that you need experience," said Keegan.
