Real Betis announced on Monday they had struck a deal for Paraguay international Santa Cruz, whose opportunities at City have been limited since Roberto Mancini took over because of injuries and not being in the manager's plans from the off.
The 30-year-old striker has not featured for City's first team since November and spent the latter part of last season on loan at former club Blackburn.
On the same day Espanyol said they had agreed an initial agreement to take Weiss on loan and that has now been formalised by City.
The Slovakian has not been in Mancini's thoughts for some time and spent time out on loan at Bolton in 2009/10 and Rangers for the whole of the last campaign.
One player who definitely has a future at the Etihad Stadium is defender Micah Richards, who signed a new four-year contract at the weekend.
The 23-year-old academy graduate admits the swift progress being made at the club means he did not have to think about where he wanted to play his football over the coming seasons.
"There is no reason why I want to leave such an amazing club," he told citytv. "I've been here since I was 14 and it is the only place I ever want to be.
"On paper our team is as good as anyone in the league and these are exciting times and I am glad to be a part of it.
"I'm glad it has been sorted sooner rather than later."
