Media reports on Monday morning had suggested that Parker could be a City player within the next 48 hours but the East-London side have said that the 28-year-old midfielder is not for sale.
City were rumoured to have been ready to lodge an estimated £12million bid for the former Newcastle and Charlton midfielder.
