Pep Guardiola's club were required to submit their final list of players before midnight on Tuesday and Stones, 22, was included as part of City's squad even though a mooted move from Merseyside is yet to be announced.
A UEFA spokesperson confirmed to Press Association Sport that the 21-man list published on their official website was the complete list that they had received from City prior to the deadline.
