Hutchinson, like City's Stephen Elliott, received special praise from FIFA after his performance in the recent Under 20's World Cup for Canada.
The 20-year-old plays with Osters IF in Sweden but has attracted the attention of numerous clubs across Europe's top leagues and an American club, besides City and Southampton.
Osters IF were recently relegated from the top flight so are resigned to losing him but only at the right price.
